That frame could have come straight out of a 50's Lee/Ditko horror comic. The buildings, the truck, the torn shirt, the pose, the weird splayed fingers on the Hulk's right hand, the Moon; it looks like pure Ditko. I know Kirby drew this issue, but I wouldn't be surprised if Ditko re-drew this panel.
